In a city made entirely of B&W photography, a girl discovers accidentally she can draw and create colorful animated things. This is discovered and taught to others in the city and soon everybody wants to change themselves and their environment by drawing on them. This is seen as disorder by the established regime, which in turn tires to quell this revolution by erasing all color. A war starts and soon change takes over.
